What Is Conceptual Art?

What is conceptual art?
It’s one of those topics nobody really understands, so that makes it a great phrase to use in endless conversations, success guaranteed
.
Therefore I will try to shine some light on it to make it a bit clearer. Constant Nieuwenhuis, a dutch painter and one of the founding fathers of the Cobra movement, gives a very good explanation.
According to him, you can compare conceptual art with a recipee. So when somebody is hungry, you just hand him a piece of paper with the recipee of some delicious meal, instead of cooking him a meal.
Well … who am I to contradict the famous Constant Nieuwenhuis ?
But of course it’s very good to have concepts, to play around with ideas.
Sometimes though you want substance instead. So how would you call that? What is the opposite of conceptual art?
Perceptual art maybe ?
What do you think?
